Since 1990s, millions of rural workers accompanied by their children havebeen migrating to cities from countryside with the development of reform and openpolicy as well as urbanization in our country. Based on the household registersystem, compulsory education in our country is operated and managed in differentlevels. Children born in cities are required to attend schools in the districts theyreside;while those who stay in the rural areas have to attend school within theirown county. Therefore, in principle, it is not the duty of the city to be responsiblefor the education of the children of these migrated rural workers, hence it has beendifficult for them to receive a regular education in cities. Although many measureshave been taken, the current education situation for the children of migrated ruralworkers is not optimistic. Compared to the same age children born in cities,education for children of these migrated rural workers is far from enough and someof them have to quit school. Reasons for this adverse situation are diverse andcomplicated, including problems from the education system and various difficultiesderived from the process of execution of policies.Providing education for the children of these migrated rural workers is a newresponsibility caused by the massive and rapid mobility of population during theurbanization of our country. As mobility of population is an inevitable trend ofdevelopment, current education system must make corresponding modifications toimprove its functionality. Since the old system is unable to adapt new changes forthe time being, our government and public organizations have to undertake theresponsibility of compulsory education for these migrated rural children in order tocreate equal opportunity for everyone.Through the systematic investigation, this thesis identified problems present incurrent education and further analyzed them for their origins. By referring to thenational policy, a system involving attending school card for the children ofmigrated rural workers was creatively proposed as a solution. Such a system cansolve the problem of education for the children of these migrated rural workers.Meanwhile, other solutions which have been suggested in this thesis are also worthconsidering.
