With economic reform, science and technology development and industrialstructure adjustment in China, the requirement of talents tends to be diversified.Accordingly, senior vocational education has achieved unprecedented progress inChina. How to develop and administrate the speciality effectively so as to form corecompetitiveness of senior technical institute is the problem that must be considered inthe new situation. This paper tried to discuss the means of speciality development andadministration, and study Shenzhen Senior Technical Institute as the demonstration.First, this paper analyzes the circumstance of Shenzhen senior vocationaleducation. In this part, the author researches the development, operation mechanism,administration system and existing problems, especially discuss the evolution ofemployment system focusing on Employment-Entry Regulation andVocation-Qualification Regulation, and analyzes current employment policies andregulations of Shenzhen. Moreover this paper studies the demands of Shenzhen seniorvocational education, analyzes the population status and levels of educationalconsumption, as well as employment inclination of the people in Shenzhen. Second,this paper debates the means and methods of speciality development andadministration of senior technical institute, and argues major planning, teaching-teamdevelopment, vocational-course system establishment and teaching operationadministration in details. And as a case of Shenzhen Senior Technical Institute,analyzes speciality development and administration means of "Credit System,Gradation, Modularization", particularly discusses the establishment ofmarket-oriented speciality, the cultivation of both-qualification teachers, theconstruction of "broad-foundation, live-module" course system and so on. Finally, thispaper analyzes the influence of the entry of the WTO on Shenzhen senior technicalinstitute by use of SWOT method. Analyzes the administration tactic of speciality indifferent phases using product life cycle management strategy and debates theencounter tactic of speciality development and administration of Shenzhen seniortechnical institute after entry to the WTO of China.
