In the 21st century era of knowledge economy, the governments and higher education departments of all countries place more and more emphasis on the building up and development of research universities which are critical to the national creative ability and competitive power. The common feature of research universities in the world is based on the undergraduate education to foster and cultivate talents, through teaching and learning whose inspiration of scientific research is drawn to produce new scientific research energy. Scientific research energy, which plays a dominant role in universities, is fundamental and indispensable for the development of theory and the exploration of advanced technologies. But in Chinese universities, especially those research universities under construction which are financially supported by government, the scientific research abilities of teachers and students aren't given full play. So there is room for universities to further improve the competitive power of national science and technology. It is reflected in the following two factors, first, there is short of original research achievements. Second, there is few elite. Undoubtedly some problems show up during the process of the development of national science research, such as the relative shortage and the unbalanced mix of investment on scientific research. In detail, the introductory role and importance of basic research aren't fully realized, the investment on basic research is constantly insufficient, the fund for each person is little, there is large number of scientific research staff, but few elite, government policies are profit-oriented and the valuation and authentication of scientific research projects are irregular. These problems are specifically reflected in the process of the development of research universities in China, first, during the process of scientific research activities, application and development research are exclusively attached importance to and basic research is neglected; only natural science research is emphasized and human, social science research is looked down upon. Research projects are over – duplicated. And when applying and assessing scientific research projects, the spirit of creation isn't carried into practice. Second, scientific research isn't combined with development of talents so that postgraduates pay little attention to scientific research. We benefit a lot from reviewing the forming and developing history of other research universities in the world. We should follow their essence when constructing ours, that is the pursuit of excellence, eternal aspiration and action which is reflected in the maintenance of pure cultivation and pure exploration. In this way universities art considered as the place of cultivation (not for professional training) and exploration (not for fulfilling various short term material gains). So if achievements are made in scientific research we should increase the status of basic research, place equal emphasis on human, social scientific research and natural scientific research, develop talents combined with scientific research and establish rational and fair scientific research assessment system. |
