Research On Budget Management Of The Universities Based On Discipline

Along with higher education's popularization, Universities faces the problem that low service efficiency and shortage of funds. Higher education's popularization requires new universities management mode, university which is divided into three layers and its characteristic also require budget management's innovation. Budget management manages which as university's important part also must innovate. In the mean time, universities gradually recognize discipline which is development core of universities. On the condition, this paper proposed a new budgetmanagement mode-based on discipline of budget management mode.Firstly based on the analysis of the history and the present budget management model of higher colleges, through study and analysis of the existing problems in current budget management of universities, according to the aim of higher colleges budget management and discipline as the development core of the universities, have defined the model of budget management based on discipline development in detail, the school budget management include funds budget for ordinary times running and fundsbudget for developing, and have explained schooK institute and discipline one's own duties, and has carried on feasible demonstration. Finally in the paper, Zhejiang University of technology is a fine example. We will prove the reform result of Institute which make the autonomous financing through the analysis of before and after, and on this basis, put forward the further reform suggestion, namely adopt the mode of budget management based on discipline development.Based on theory and practice, the author discusses the new budget management model. This model has certain practicality and effectiveness, it manages to universities, especially to the teaching and research universities have sure reference function on reform of budget management.
