As the development of Technology Information, the human beings are entering a highly informationalized era, in which the most obvious characteristic is the rapid development of network and the change it bringing to human life. Being a new information media, the Internet is becoming a new approach of higher institutes staff and students to obtain knowledge and information, and making widespread and profound influence on the study, daily life, and working, even the ideology and concept of all the staff and students. On the progress of the modernization, the higher institutes moral education environment is being changed in many new aspects. Comparing to the past era, there comes new moral education environment, in which including network environment. The formation of network environment of higher institutes moral education has brought positive influence and a new developing opportunity to the attention work on higher institutes moral education, and also confronted the higher institutes moral education with a severe challenge, which made the combination of higher institutes moral education and network an inevitable trend. On June 28, 2000, Mr. Jiang Zemin, the General Secretary, addressed an important speech on the Central Ideological and Political Work Conference, he pointed out "facing the new situation and condition, on the basis of carrying on the fine traditions, the ideological and political work should be innovated and improved on the aspects of content, form, method, means, mechanism and so on. We should work hard on deepening Zeitgeist, strengthening on clear aims, substantial benefit, and initiative of the ideological and political work, which should be the stress of reinforcing and improving ideological and political work in the future." What to do with the influence the network brought to higher institutes students and higher institutes moral education, enhancing the higher institutes moral education work in the network environment, exploiting and utilizing the higher institutes network environment, occupying the network position with correct and healthy ideology and culture, is becoming an important and urgent topic on higher institutes moral education work in the new time.At present, the research on the combination of network and higher institutes moral education has drawn attention from many international and domestic academic circles and all circles of the society. Since network itself belongs to newly emerging thing, thedomestic research on this aspect is still in the initial phase, and the research on the network environment of higher institutes moral education seems to be weak-based.
