The information technology is developing in high speed and changing people's work way, the life style and the study way. Moreover it sets a higher request to teacher's ability. Being educational workers, it is very important for the elementary and middle schools teachers to use the modern education technology and improve the education quality and the efficiency. Along with " Educational Technology Ability Standards for Elementary and middle schools Teachers "(CETS ) issuing by Ministry of Education, the new turn of the whole staff educational technology ability training is started. The trainable teachers are numerous and there are many problems in traditional teacher training. These questions proposed a higher challenge to the new turn of whole staff teacher training, so the web-based teacher training way is imperative. But which training pattern would be adopted and what the training resources would be designed are the questions to be solved urgently. In view of the realistic demand of web-based CETS training, this article researched the four dimensions of abilities in CETS, the training resources, study curriculum and training environment. We proposed a multiply-mixed study pattern which student studied independently integrated with teacher's leading. And we designed and developed the corresponding cases of learning resources.The thesis includes five parts.The first part is an introduction, which introduced the background, the domestic and foreign present situation about this research, and as well as its content.The second part is the basis of the design of CETS training resources. We analyzed the relations among four abilities dimensions in CETS, the necessary rationale about the web-based training resources design, and explained the training resources involved in this topic from the meaning, content and the form.The third part is the design of CETS training resources based on the network. We mainly narrated the design process, included the training pattern, study-independently curriculum, the teacher's leading curriculum, and training environment on network.The fourth part is the development of training resources. We introduced the training resources case and the technical method.The fifth part is the summary. We summarized the value and the deficiency of the research, and proposed aspects to be improved in future.
