Li Lanqing is one of the collective members of the third generation leaders of our country and he was appointed to be the vice-premier in charge of national educational affairs in the State Council from 1993 to 2003. He was once the director of the State Council Degree Committee in 1995, and the vice-leader of the National Science and Technology Education Leading Group in 1998. It is certain that he was bonded with China's education course. As one of the Chinese education policy-makers, Li Lanqing, on behalf of the Central Party Committee, had a thorough investigation of the background of the time and current education practice of our country. He also inherited and developed our previous revolutionary educationalist's thoughts and theories, and closely held the key problems of our higher education development and the principal contradictions. Through keen insight, vigor, and resolution, he drove our Chinese higher education reform and the development a lot. He has devoted a lot to the smooth development of our country's higher education course. He has formulated his own exclusive ideas on the series problems of our higher education.The reform thought of Li Lanqing's higher education is the elementary theory on the higher education reform, which our Party formed in the historical development process and in the specific historical period. It is not his personal thought achievement, but the time product and the collective wisdom crystallization of all the Party comrades. During the ten years from 1993 to 2003, the Li Lanqing's higher education reform thought which impelled our country's higher education reform and development have played a vital role in the practice. In the 21st century, currently and constantly changing, this thought still has significant realistic meaning to the thorough development of higher education reform.This article is formed mainly on the basis of earnestly studying a series of Comrade Li Lansing's reports, article, speech, written directive and cahier about the higher education reform, etc. It mainly analyzes the time background under which the Li Lanqing's higher education thought formed, and elaborates the main content of the Li Lanqing's higher education reform thought and practice, including the Li Lanqing's higher education reform guiding ideas, the higher education macroscopic management system reform, the higher education internal management system reform, the educational reform, the investment and the school organizational system reform, the recruitment of students and the employment systemreform, etc. It also concludes several enlightenment on the basis of the Li Lanqing's higher education reform thought and practice: be practical and realistic, and fewer criticism and more work;pay equal attention to arts and science, and promoting science education and humanities education fusion;keeping abreast of the time, and grasping the higher education development direction.
