As we know, the current time is a mutually dependent globalization and information era, in which science and technology are developing fast, knowledge economy is flourishing and the competitions among nations are becoming fierce. The competitions among nations are primarily epitomized in the competitions of economic power, defense capacity and national cohesive force, which chiefly depend on the comprehensive quality of the whole national people, the quantity and quality of various professional qualified personnel.In other words, it is necessary for us to draw more attention to the education in our nation's modernization course. We should firmly adhere to the principles that it is the science, technology and as well as the talents that mainly make the nation powerful. The essential competition among nations is the competition of knowledge and professional personnel. Therefore, whether a nation can cultivate and compile a highly qualified, competitive talent team has played an important role in the development of a country or a nation. The improvement and development of all fields in a country are based on the cultivation of qualified personnel. In the meantime, the cultivation of qualified personnel is determined by education, especially higher education which has a special task to foster the national creative spirit of the people. We should attach great importance to education in the course of our nation's modernization, permanently retain the principle that it is the scientific education which prospers a nation. So, in order to further strengthen our nation's general power, it is urgent for us to educate more qualified Chinese socialist constructors, improve the whole nation's moral and cultural quality, and change the population pressure into the advantage of manpower resources.The construction of the harmonious society is not the objective requires, but also the most important task for our party in the new situation. In the Third Plenary Session of the Sixteenth Central Committee, our party has put forward the new scientific outlook of development which focuses on humanism, comprehensiveness,coordination and continuity. This outlook is not only to meet the objective requirements of current society, but also reflects the value direction of our party, and embodies the superiority of our party as well. We should implement this outlook into the different stages and levels of education reform and development. However, influenced by the current systems and circumstances, the outlook of scientific qualified personnel has been faced with many obstacles in the course of execution. It is necessary for us to do further research, thinking and analysis on this subject so that the relative measures, policies and principles are worked out to strengthen the cultivation of scientific qualified personnel in institutions of high education. For doing this, we should always keep the Theories of Deng Xiaoping and Three Representatives of Party in mind.
