The tuition and fee in universities and colleges is a far-reaching social focused event. In this case, the research on the tuition and fee is of realism and pertinence. This paper involves three studying methods: literature studying method, history studying method and questionnaire studying method. It makes a deep institution study of the tuition and fee by using the theories of institution change, institution game and institution innovation from the New Institutional Economics.This dissertation commences the research according to the following logic: institution change-demonstrative analysis-institution innovation. It not only summarizes what the formers scholars have done in this research, but also gives out my own opinions on institution innovation for the higher education tuition and fee.This dissertation is made up of four chapters. In the Introduction, the definitions of the related concepts and the literature review are told. Firstly, the dissertation body reviews the history and features of the institution change in the higher education tuition and fee. It can be concluded that the institution change of the higher education tuition and fee is a process which mainly concerned compelling institution change and less inductive one.Then author collects the data on the tuition and fee of the universities and colleges in some provinces in general through looking up reference books and Internet, using the questionnaire to examine the data on the tuition and fee of five universities and colleges in Hubei province, and demonstrating the data on the tuition in the case of WHUT. From what has been mentioned above, it is found that the tuition and fee has been increased year after year, and the increasing speed of the tuition and fee is beyond that of the public average income. The institutional reason why there is a continuous increase in tuition and fee has been dug out, by using the game theory. The reason is that universities and Higher Education Management Department play an active role during the process of the institution game of the deciding higher education tuition and fee. On the other hand, university students and their families play a negative role in the institution game. The right to decide the tuition and fee belongs to universities and HEMD, thus, the standard of tuition and fee is profitable for them. The university students and their families are deprived from the right to decide the tuition and fee, therefore, the institution game is the non-cooperative one.Last but not least, it proclaims four route choices for institution innovation, in the light of institution innovation theory. First is to shorten the time of institution innovation. That is to shorten the time of recognizing and organizing, inventing, choosing from the new menu of institution innovations and carrying. The second is to overcome the path dependence. To be specific, it is to abolish the principle of "one standard for tuition and fee" and to consider the economic development levels of the students' hometowns;to abolish the principle of "paying all once" and to build up the diverse paying ways. The third is to perfect the institution arrangements— the system of displaying and the system of hearing of tuition and fee. The forth is to build up the harmonious institution environments, including building up the system of multi-channel capitals collecting and the system of diverse financial aids to college students.
