Winning the bid for hosting 2008 summer Olympic Games brings China great opportunity for developing her own sports industry. A series of research on Olympic have been implemented by General Administration of Sport in order to tackle key problems in sports science and technology field. Research in this paper is part of the whole plan mentioned above, which aims at enhancing the strength in sailboard pumping exercises as well as testing the training effect.Muscle strength influence greatly on athletes' performance during a match. Except for improving the athletics level, accidents could be avoided effectively by adopting the muscle strength exercises based on isokinetic resistance. Since pumping is of critical importance in winning a competition, to develop a set of sailboard pumping training equipment based on isokinetic technology is quite necessary. This paper discusses the basic actions and manners of pumping, analyzes forces pressed on it. The optimal values of wind angle and sail angle are found by the calculation of optimized upwind course in theory. We also concentrate on the whole process for developing the sailboard pumping system. This equipment turns the dream of "training on land" into reality, and offers the athletes a wonderful platform for training and testing.Characteristic and modularization methods are employed here in designing the mechanical structure, which can almost simulate all kinds of pumping manners, and is easy to operate, convenient to adjust. MCU, as the central process unit, together with LCD & LED displaying technology constitutes the whole controlling system, which can realize both isokinetic and isotonic resistance character. This paper talks about two resistance sources, i.e. pneumatic resistance and electronic resistance, the former could produce isokinetic resistance, the later could realize both resistance types mentioned above. Both sources could be transplanted to other facilities in training and fitness industry.
