The administerization is a popular tendency for the work of Community Residents' Committees (CRCs), that is, as people's autonomous organizations, CRCs are not engaged in the autonomous affairs, but devote themselves to the administrative routines assigned by the government. The reasons for the phenomenon result from many objective or subjective elements, such as specific social background and political environment. At the present developing stage, the administerization of CRCs' work, to some extent, is reasonable, and can play some positive role in the improvement of the work of the communities. However, the ultimate goal of the community development is the community autonomy, and which is the embodyment of the grassroot democracy too. Therefore, we should cultivate the consensus on the community autonomy, perfect the relevant laws and institutions, change or adjust the functions of government, establish a new mechanism for financial budget, finally separate the community's work from the government, and reach the goal for the community autonomy in fact.
