The 3rd Plenary Session of the 16th Party Central Committee in Communist Party of China put forward the point of view of scientific development, which asked for people first and overall, coordinate sustainable development. And the Plenary Session also emphasized that 5 pieces of pool should be performed in order to advance the economic and social development under the new historical condition. That is, the government should make overall plans to coordinate the areas development including urban and rural, the socio-economic development, the harmonious development between human and nature, and the development at home and opening to the outside as well. In recent years, although higher education in China has made great achievement, there are still some outstanding problems which can not be ignored: at present, the arrangement structure of higher education is unreasonable; areas develop unevenly and can not combine closely with the local socio-economic development; there are some conflicts among its quality, its quantity, its structure, and so on.The thesis is composed of seven major parts.The first part examined the higher education of province at the macroscopic respect. The higher education of province was not definitely independent according to its geographic contexts, whose development structure and scale could not be separated from higher education of the whole country and its neighborhood, and even not from the developing level of its components. The higher education of province could be considered as a system, in which the varieties and the different levels should be synthesized, and which must not ignore the development of itssurroundings such as the basic education, vocational education and adult education.The second part drew a conclusion on the importance of the quality of higher education, by analyzing the dialectical relation between the quality and the quantity of the higher education of province, and raised the countermeasures on how to improve Hunan educational quality.The third part examined the relation between the situation of Hunan discipline arrangement and the social demands for talents, and therefore, stated in detail that the structure of Hunan higher education clashed with Hunan economic structure, and then brought forward a further solution.The forth part pointed out, on the basis of the demonstration of the relation between individual development and economic development, that the fundamental goal of education was to promote individual development. To realize the goal, the measurements as follow could be taken: updating the idea about education to promote individual all-round development; developing the innovation of education to advance individual development of personality; strengthening cultural construction on campus to stimulate individual harmonious development.The fifth argued that what regional higher education need was not to develop equally, but to advance in harmony. And this part attempted to give a feasible scheme on the harmonious development of Hunan higher education: to build a university's base in the district of "Chang-Zhu-Tan", to develop Non-governmental higher education and to enhance the comprehensive competitiveness of the higher education of province could meet the demands of harmonious development of Hunan higher education to some degree.The final part had a good look at the relation between short-term development and long-term development of regional higher education, and demonstrated the necessity that education should go ahead of the rest.
