The teaching bodies of middle and primary schools in the border area play a key role in the reform and development of education. Quickening the development of the teaching bodies, it will have positive and deep influence on the development of regional economy and culture, maintaining social stability and unification of the motherland, as well as building a well-to-do society. The policy for teacher is the key factor to ensure the sound development of teaching body of middle and primary schools in the border area. The research about the policy for teacher of middle and primary schools in border areas divides into four parts. First part, the paper analyzed and defined several key concepts involved: the border area, the policy for education, the policy for teacher, the policy for teacher of middle and primary schools in border area; discussed concretely the relation between the policy for education and educational law, composition of system of national policy for education, the content of regional policy for teacher as well as the form and function of it. Second part, it analyzed objective environment and current situation of the teaching body of middle and primary schools in the border area, offered the realistic basis for analysis of the policy for teacher. Directing against the natural condition, backward reality in social culture and economy, subject matters during the development of teaching body, it probed into key factors of the development of teaching body: The central government should make the positive, scientific and systematic teacher policy for border area to promote the sound development of the teaching body. The third part, on the basis of synthetical analysis and study of materials and typical materials collected by document survey, on-site investigation, it commented the current situation of the policy for teacher of middle and primary schools of border area, found out the subject matters: teacher policy for middle and primary schools of border area is lacked seriously; the present policies break away from the reality of the border area, which are unable to solve the problems effectively existing in the teaching body and have influenced the sound development of the teaching body. The fourth part, combining the actual conditions of the border area, it clarified the train of thought about making the policy for teachers of middle and primary schools related to the principle, step and relevant content. The innovations of this text lie in following aspects: First, proceeding from realistic need, the paper studied perspectively the teacher policy of middle and primary schools of border area. Second, to current situation of the policy for teacher, it made intact and deep analysis, which gets the research to it more abundant. Third, it probed into the principle, step and relevant content of making teacher policy, offered theoretical support and action guidance for making teacher policy.
