Nowadays, with the rapid development of science and technology, especially the present society that views knowledge as a form of economy, the development of economy and society incline to the development of human beings' intelligence. How should China react to the compact of global economy and social developments as a developing socialist country? The only answer to this question is refreshing China through science and technology, which need person with innovative mind and enhancement of the citizen's ability. This is the historical responsibility and glorious mission that endowed to education, especially higher education, from constructing China into a modern, prosperous country and with a character of our own. China's socialist high education has undergone decades of development and brought up generations of elites for socialism undertakings. We have made big achievements, encountered failures, and have noticed many malpractices as well. Facing new challenges, what should we do to adjust the thinking pattern, strengthen and improve management, make use of advantages and get rid of disadvantages, assume the mission of refreshing the country through science and technology, of constructing socialism with distinctive Chinese character? Those are very practical questions that need to be settled by managers of universities and colleges. Cultivating what kind of talents and how are basic questions that have an over-all contrastive value in the management of universities and colleges. Global economy and social development have newly become the trend of the time; our country's strategic deployment of refreshing through science and technology has taken its way; especially the view of developing scientifically and the goal of constructing a harmonious society have been presented. All those factors made clear future development of high education and assessment of management of universities and colleges. The modern management pattern should change from economy-oriented to humane-oriented, and it is the only choice for the development ofChina's high education. In the first part of the present thesis, the writer will discuss necessity of this choice from two different perspectives. Firstly, by way of inspecting the history of human-orientated thinking mode, and analyzing its access to the field of educational management as a new trend, the paper aims to make explicit the essence as well as the historical evolution of human-oriented approach, and thus command o^ er its inevitable expansion in modern educational management. Secondly, the paper analyses not only the constant development of science and technology, as well as the knowledge-based economy has become the main stream of economic forms, but also the specific nature of China's universities and colleges, their socialist characters, and their demand of democratizing politics. Therefore human-orientation is the choice for modern management and the management of China's socialist universities and colleges. Lastly, the present thesis will investigate how to carry out human-orientation in the actual practice from the angle of interrelations of different elements in the process of "cultivating talents", which is the core mission of high education. This process includes the following aspects. First, human as well as their subjectivity and creative ability should be stressed, settle the problem concerning relying-on-human. Second, teachers and students should be stressed (teachers are the main part and students the basic one) in order to settle the problem of for-human and serving-human. Meanwhile, the principle of equality and fairness should be obeyed. Third, managers should improve themselves and exert their personal charm to create an environment in order to mobilizing every active factor to develop teachers' and students' subjectivity, to serve the prime aim 6f cultivating talents, to the sustained development of universities and colleges.
