Study On The Problems Of National Loan Aid To University Students In Our Country

'Grant loan' is the open credit provided by the commercial bank to the needy undergraduate, and it is also an economical policy applied by the state financially to support the education and subsidize the needy students. The grant loan was pushed officially in 2000, and to the year of 2003, due to the unfaithfulness, the law interest and loan repay, the loan was largely cut back and into trouble. From this thesis, the main reasons to the trouble are as following, the imperfection of the state's credit system, the inadequate credit laws, the thin credit consciousness of the students, and the lack of effective loan-shading managements and risk prevention mechanism as well. All these loan to the difficulty in loan recover, the further development of the grant loan even its stagnation.The bottle-neck of the grant loan becomes the high profiles. To advance it, we should learn the successful experience on grant loan and credit laws of the U.S.A, Japan and H.K and speed up the construction of the social credit system, especially the undergraduates' credit system consulting one. We should also perfect the laws on credit, standardize the grant loan policy. At the same time, we should enhance the education on credit, traditional morality, on the credit laws and codes, on credit economy and loan knowledge, so as to heighten the students' awareness on credit, boost the grant loan and promote the development of the student, the university and the whole state's education.
