Abstract/Summary:
Learning is a necessity for one's existence and development, and the right to learning is an important element of human rights. Teachers, as professionals engaging in education and teaching, should be forthgoers of life-long learning, and their learning rights can find root in specialism, pedagogy and jurisprudence. Taking teachers in primary and middle schools as its study objects, developing around the main thread of teachers'professional development (TPD) and under the guidance of theory and case study, this thesis considers teachers'learning rights to be an influential factor in the whole process of TPD. From the stance of ensuring rights, an effective way for TPD is the main task of this thesis. It is stated that TPD is a continuous process, and that their learning rights determine a free learning space and make it possible for them to develop independently. Therefore, their learning rights turn to be the foundation of their professional development and a long-run system to promote it. As for schools, they function as the main surroundings for TPD, which is possible only when teacher's rights to a free professional learning are fully guaranteed, and when condign conditions are created. Taking the present situation of learning right and its affecting factors into consideration, this thesis further suggests that it should become the developing tendency and direction of present school teacher management to establish an open mechanism to guarantee teachers'rights to learning. This thesis consists of five parts. The first part makes a brief introduction to the reasons of studying on this topic, some related studies and the significance of this study; the second part is definitions of some key concepts. In the third part, the relations between teachers'learning rights and TPD are analyzed; the present situation of learning rights of those teachers in primary and secondary schools is under scrutiny in the forth part; Based on the above analysis, the concluded part puts forward some assumptions and suggestions on how schools guarantee teachers'rights to learning.
