Since the reformation in China, the secondary professional school has fostered a large number of practical talents for the economical development and social progress. However, at the end of the 1990s, the secondary professional education began to slide down, the development of the school fell into the difficult position and came to the period of the adjustment. In 2002, the national professional education conference defined the task and the direction for the reformation and development of the secondary professional school, which had transformed from the scale-benefit type to the type of the new-trail-blazed quality. The quality is life of a school and the key point and foundation of whether the secondary professional school can be accepted and stand stable in the society and develop further. How to improve the education quality of the secondary professional school is the significant project that the professional educationists must research carefully at present. Introduction of ISO9000 standard, establishment and implementation of the quality management system is the effective way of the secondary professional school going out of the predicament and development. This thesis proceeds from the essence and the main points of the ISO9000 quality management system. It puts forward some concepts on the educational quality and quality management of the secondary professional school; on the basis of analyzing the main problems which exist in the educational quality of the secondary professional school and fully investigating some secondary professional schools having gained some successful experiences through authentication of ISO9000 system, it expounds theoretically and practically that it is necessary to enhance the quality management of the secondary professional school and it is feasible to introduce the ISO9000 system. The thesis states that the secondary professional school ought to be clear about the intension of the concepts of the product, the customer and the way of process etc, in order to change the ideas of education and improve the customer consciousness,service consciousness ,process and responsible consciousness of the staffs of the secondary professional school. In the last chapter, the thesis introduces the guiding methods and the steps of introduction of ISO9000 and foundation of quality management system. It also puts forwards setting up the frame of the quality management system in contrast with the standard (inclusive of the transformation of essential factors and some necessary documents of procedure) and some suggestion of the key links on the distribution of the management responsibility.
