With the development of the economy and other undertakings of our country, the Central Party Committee and the State Council made the great decision to further enlarge the scale of enrollment of higher education in 1999 which effectively alleviated t he "supply and demand" c ontradiction and p ressure i n h igher e ducation formed a long time ago. Meanwhile, if we ignore the corresponding material conditions and the investment mechanism, it will influence the realization of the development plan about our higher education enormously.This project reorganizes the original data on higher education investment in many years to analyze reasonably the correlation between it and GDP of our country as well as its lag period with the method of qualitative combined with quantitative analysis and positive analysis. It expounded the promotion of higher education investment to economic growth and probed into the achievements and the problems of the higher education investment of our country through analyzing the change of the share of higher education investment in education investment structure, the change of higher education investment in total financial expenditure as well as the change of the financial allocations to higher education. The author found that the higher education investment grew fast and the total amount increased continuously since the foundation of the country. The position of the financial expenditure in higher education investment is changing and the financial investment structure in education is becoming more reasonable. While the government makes great efforts to increase the investment to the ordinary high school, the families are investing more and more. The idea that the higher education is not a compulsory education which should be paid by the educatees is coming into being and the tuition becomes the second leading sources only after financial budget.However, with the quickening pace to recruit students in high schools, the investments for higher education still face a lot of contradictions which deserves to pay close attention. The contradiction between the aggregate demands for more funds in higher education and the insufficient investments is still serious. The operating expense per student appears obviously negative growth in recent years. The contradiction exists b etween the resident's b earing capability and the p ersonal cost sharing mechanism which leads to the fact that multiple channels for funds have not appeared. The country's lower economic level makes the educational financial resources invest to the basic education progressively and financial investments for higher e ducation will become more serious. The utilization of the funds for highereducation is still inefficient and so on.Fully considering the national conditions and comprehensive national strength, the author propose that while insisting in socialism we should guarantee the financial investment to be increased to some extent and the transfer payment of finance to be strengthened. And we should also give full play to social forces; arouse the enthusiasm of running schools from all aspects; actively strive for the donations of individuals or the social organizations; form a perfect funding mechanism from multiple channels considering the benefit, fairness and sufficiency; reform the distributing system in high schools; obtain the payment for scientific research and to raise from financial capital market through competition mechanism thus to make the limited higher education capitals invested to local high schools which could train more practical and honorable talents; deal well with the relations of government and social forces on investing and running schools; strengthen the management to improve the efficient of investments in high schools.
