The Probe Of The Existing Problems And The Countermeasures In The Administration Of The Scientific Researches Into Social Science In Chongqing Higher Education Institutions

The administration in the research into the humanities and social science in higher education institutions will bring about direct influence upon the level of the research into the humanities and social science. However, there exists a lot of issues remaining to be addressed in this field.This thesis aims at the management of scientific studies in social science in Chongqing higher education bodies, concentrating on the probing of the personnel, funds, questions for study and the management of scientific fruits. The whole article is divided into three parts as well as the preface.In the first part, great importance is focused on the study of the existing problems in the administration of the scientific research into social science in Chongqing higher education institutions. Through studies, these problems are discovered. In the perspective of the management of the personnel carrying out scientific researches, the number of the personnel is small in scale; the structure of the personnel is not rationally arranged; there exists other problems such as no enthusiasm in work, the brain drain, and the instability in personnel. In the aspect of funds for scientific research, there are problems such as the insufficiency of money investment, no systematicness in money investment, the average in money investment and distribution, and the irregularity in financial items for study is not enough, the completion of the programs for study is not desirable, and the high-level scientific fruits are insufficient. In the management of the scientific fruits, separating the quantitative analysis from the qualitative analysis has made the work of evaluation unfair. In the process of administration, the administrative departments in charge of the scientific researches can't operate well with other related departments. Different scientificresearchers can't work in harmony with one another.In the second part, analyze the reasons why there are so many problems in the management of the scientific research. The reasons are listed as follows: In cognition, researchers do not put enough importance on the administration of the scientific research; the development of the economy and the society in Chongqing is relatively backward; the administrators in themselves are not qualified for their jobs because of their poor comprehensive quality and the administrative system in itself are not sound enough.In the third part, raise the countermeasures to strengthen the management of the scientific research into social science.Firstly, fully comprehend the spirits of the scientific research work and strategic goals, clear the way of thinking on how to carry out scientific research, and work out sustainable development strategies for scientific researches.Secondly, stick to the principle of the humanistic administration, perfect the building of the team of scientific researchers and scientific administrators.Thirdly, improve the system of financial administration. The specific measures are listed as follows: adhere to giving privileges to important and imperative programs for scientific research; establish economic accounting system; collect funds for scientific research from different channels; adopt different management strategies to deal with funds from different sources with different characteristics; As for the distribution of the income produced by the scientific research, incentive system should be built.Fourthly, improve the management system of the programs for study by reinforcing the dynamic and regular administrating of the scientific research programs.Fifthly, link the quantitative analysis with the quantitative evaluation, perfect the management system of scientific fruits.Finally, fully display the leading role of the higher education institutions directly under the national education ministry, promote the all-sided development in the scientific research and administration in Chongqing.
