| Some universities in our country, which have begun the second adjustment of the college and department after our country's establishment since the mid-1980s, take the secondary-college replacement of the traditional department in order to construct the new pattern's two rank university-college model of interior management. Nowadays, the secondary-college has become the most prevalent management organization of grass roots in the university. The current secondary-colleges present more complexity on contrast to those set before our country's establishment, being the most changeable one among the ranks inside the university. It can be divided into three types: administration-college, specialty-college and state-owned and people-managed college only in terms of its characters. Including those, the secondary-specialty college is the main type of the secondary college of university.The secondary-specialty college can act as the main type of the secondary college of university, because of the deeply internal basis and the powerful outside reason as well. Analyzing from the internal, we can find out the rational basis on histology, management science, politics and economics for the main type of the secondary- specialty college. Judging from the exterior, the promoting of the secondary- specialty college' position also is the necessary choice of the current university facing the knowledge economic age and the tidal wave of educational internationalization. This study first take the visual angle on the explanation to the concept of the running mechanism of the secondary- specialty college due to promote the scientism and standardization of running and management of the secondary- specialty college. The running mechanism of the secondary- specialty college is defined as "in order to realize its basic function, the secondary- specialty college with exterior environment and its interior segments concerted one another running mode." Which is provided with open, developing and harmonious characters, through using the reference about the definition of running mechanism correlative by the theory field and analyzing deeply the interior attributes of the secondary- specialty college.The running of the secondary- specialty college can't depart from the environment depended by it, this environment includes the exterior one, and interior one as well. The exterior environment which influences the running of college should be divided into two levels: one is the interior university environment including the administration of university and the rest secondary- specialty colleges, the other is the exterior university environment, which mainly refers to those social factors tied up to the development of secondary- specialty college such as market, enterprise, superior service of education, student' parents, media and so on. We denominate the running mode that the secondary- specialty colleges harmonize with the exterior, interior environment of the university each other as the exterior running mechanism of the secondary- specialty colleges. To carry out studiously the unification of active adaptation and proper conservation is the basic rule that the secondary- specialty colleges dispose the relationship with the exterior environment of the university. Facing the interior environment of the university, the ideal relationship between the secondary- specialty colleges and of university is that relative independence should be combined with the light management, and that the communication and cooperation are all along the main topic describing the relation between the secondary- specialty colleges.The running of the secondary- specialty college can't depart from the interior environment depended by it as well.
