Martin Trow's higher education popularity is a logical revelation for international higher education developing course and developing common current. Many developed countries such as western America, German, Canada, eastern Korea and Japan etc. have realized higher education popularity. Some developing countries like India, Philippines have also entered into popularity rank. However, China, whose population covers 1/5 in the world, still is in the phase of elite education. Therefore, it is very pressing to push higher education popularity, which has become a road we must choose for realizing the strategy of science & technology education modernizing China, building synthetic national strength and ushing economic and social development continuously.In this paper, the instructional meaning that the development of overseas higher education help to improve our country's higher education is summarized through theoretic analysis of higher education popularity and comparative research of higher education popularity process among some main countries. Martin Trow's theory came into being in 1970's, which has particular social background and history localization. Now our country is in the period of social transition. Complexity of social background determined that we couldn't follow the general mode of Martin Trow's theory to change our country's higher education popularity. Hence, through some research ways such as literature search, investigation this paper made enumeration, analysis and comparison for a large amount of data and proposed creatively the following questions: firstly what is lack of in Higher education popularity theory. Secondly the contrast between Chinese and overseas higher education popularity background. Thirdly the challenge and difficulty we faced in the process of carrying out our country's higher education popularity. Finally management strategies were made to deal with problems.In general, not only are these questions the complementarity of Martin Trow's theory, but also the development of Martin Trow's theory in China. At the same time they have the significance for the developing country to use for reference.
