After the Third Plenary Session of the 11th Party Central Committee, with the further knowing towards the position of the education and the teacher, our country increasingly paid attention to the teacher training, and issued a series of policies of the teacher training successively in order to promote the development of the teacher training of our country. This article just studies these policies of the teacher training since 1978. The focal point of the research is to probe into the changes of the value in the policies. And the author attempts to draw a lot of valuable enlightenment and suggestion from the research.This article divides into four parts altogether.First part: introduction. In this part, the article firstly dissertates the reasons of choosing this title from three aspects. Second, it dissertates the significance of this study- unfolding the changes of the value and the causes of the changes, then putting forward a lot of enlightenment and suggestion from different angles. Third, it explicates the methods of the study -comparative research method and document method. Finally, it defines the relevant concepts -educational policy, value.Second part: the reform and development of the policy of teacher training in our country since 1978. At first, it reviews the policy' development from three periods and unfolds the principal characteristics of every period. Then, it analyzes further the policy's development from five respects including the objective, content, object, institution, style and method.Third part: the value' changes in the policy of the teacher training since 1978. First, the value altered gradually from emphasizing on the knowledge's mastery to emphasizing on the ability's advance. Second, the value altered gradually from being concerned about the teacher's training obligation to being concerned about the teacher's training rights. Third, the value altered gradually from simplification to diversification. Fourth, the training's power is gradually descended. Fifth, the value altered gradually from two-system of the teacher trainingand the teacher cultivating to integration of teacher education. While unfolding values changes, we can't do anything without the analysis on the reasons of the value' changes.Fourth part: the enlightenment and the suggestion. This article puts forward enlightenment from the angle of the relation between the value's changes and the policy's making. First, the absolute modification of the society's value determines the absolute modification of the educational policy. Second, the relative stability of the society's value determines the relative stability of the educational policy.Besides, the article also puts forward a lot of suggestion on the teacher training. First, we should increase the strength of the expenditure's input and the propaganda to ensure the realization of strategic position of the teacher training. Second, we should plan the training content rationally. Third, we should explore constantly in practice to form the diverse network of the training institution. Fourth, we should strengthen the scientific evaluation of the teacher training to set up the perfect quality-evaluation system. Fifth, we should accelerate the study's process of the integration of teacher education to establish the new teacher education system.By skimming this article, unfolding the reform and development of the policies is the foundation of the study. Putting forward the enlightenment and suggestion is the focal point and the objective of the study. The author hopes that this article could benefit the theory and the practice of the teacher training by unfolding the policy and studying the value.
