Oral communicative compentence is a comprehensive reflect of a persons' s thinking level, language level, psychological quality and social contact ability. It can directly manifest a person's thinking level, knowledge level and social intercourse level. Normal school student, as future teacher, whom are named the engineers of human soul, are burdened with the responsibilities of educating or molding their students. Oral expression is the main meas to carry out their work. A teacher' s values, moral standard, educational level, knowledge level, aestheie taste, psychological quality and ways of reasoning all can influence the educational objects by his oral expression way in his teaching, educating or other work. So normal school students should make great effort to improve their oral communicative compentence and consolidate the oral compentence which a teacher should have on the basis of general oral communication training, so that improve their ability and quality for future teaching. Theirfore, it is extremely important to cultivate normal school students' oral communicative compentence.Although normal schools have offered the course of "Teacher's oral Language" in their curricular, students' oral communicative compentence has improved a lot than before, he practical training is still neglected during the teaching process of cultivating normal school students. "Oral Language" course is also arranged as a less important subject Namely, the Chinese teaching in normal school does not attach deserved importance to oral language teaching.In the light of the characteristic of "Normal Nature" of normal school students, to survey and analyse the current situation of normal school students' oral language ability, we also need other subjects as theoretical foundation, such as educational subject, linguistics, psychology. Those subjects play an unneglected role in instructing the oral communica-tion. According to the characteristic of the daily oral teaching, the article discusses these aspects.The article takes the current situation in Long Xi Normal School of Gan Su and "The Test of Pu Tong Hua Level" as cutting point, the teaching theory"Teacher's Oral Language" as basis, the "Teaching program" of normal school as reference, drawing uptwo copies of question papers to investigate, testing strictly according to the demands of Pu Tong Hua test. At last, learned about the practical situation of normal school students' oral teaching. In addition, surveying by speech, debating contest, discussion, Pu Tong Hua, knew the real level of oral communicate.To analyse and research the current situation of normal school students' oral communicative compentence, we have to survey it. For survey, we mainly by interviewing and using question paper. In this way, we can get some objective materials. Moreover, I have taken the "Teacher's Oral Language" course in person for several years, so get some practical experience, and learned the current situation about it. As a result, I made some discussion on the cultivation of oral compentence by groping and attained some specific solutions and strategives to improve oral communicative compentence. The article starts mainly from the basic means of improving oral communicative compentence, arguing the psychological quality in oral expression the accumulation of rich knowledge, the elaborately organizing of material, the earnest drafting of speech paper, the control of speaking emotion. What's more, it also argues and explains the conversion from dialect to Pu Tong Hua, threeminute speech practice before class, extracurricular training of oral language as complement to cultivate it.After presenting these feasible tactics, we need some experiments to test if they are really feasible. In other words, to see if they are scientific, pragmatic, instructive or not. These experiments are carried out from September, 2003 to July, 2004.
