By a positive analysis on 50 general high public schools in Henan province, this paper inquires into the ways to raise the educational investment efficiency of high public schools.The main contents: It presents concepts of social average cost of high school students; stages of high school development; courses of high school development. It designs an assessment plan of high schools' running level. This plan contains assessment systems T1 and t12 that has a progressively increasing inner relationship, T1 and t12 have been tested and used to evaluate 16 general high public schools in Xinyang City, 34 general high public schools in Zhengzhou City in Henan province, then uses the quantitative grades of the three first-degree indexes of the ability to gain and interiorize educational resources; the former level of education and teaching process, as figurative variables, and uses the systematic grouping method in polyatmic-syatistics, to divide the 16 high public schools in Xinyang City into 2 developing stages, and the 34 high public schools in Zhengzhou City into 3 developing stages. It calculates the average costs of high school students in every stages and courses, and uses the average of average costs in the same stage or course as the social average cost of the stage or course. And the cost restraint of the high schools in the same region is the average cost corresponding to the education and teaching level in that development stage or course. It realizes the objectivism and realism of efficiency assessment, and this lay a base for the forming of efficiency mechanism, and then, according to the entrustment-agency theory, the scientific and practical contract of entrustment-agency in balance can be produced, to maximize the effectiveness of both the entrustment party and the agency party, and generates the inner mechanism of raising the utility of educational resources in high public schools, to give a higher investment efficiency.
