Soft volleyball was originated in Japan in the late 80s of the 20th century and introduced to China in May, 1995. In a very short time it has gained more and more popularity in China, especially among the teenagers at schools who find it both helpful to health and amusing.Compared with hard volleyball, soft volleyball is easier to be developed due to its softness, lightness, less atmospheric pressure and slower speed. Besides it is less constrained by the participant numbers and the condition of the playing ground. That is why it has attracted more and more people of different ages with different levels of skill. As China is carrying out the education reform aiming at a prosperous country with advanced science and education, it regards the priority of education, especially of the quality education as the key point to improve the quality education system at the stage of fundamental education.To better develop the quality education, the State Education Commission introduces soft volleyball into the RE syllabus of the primary and middle schools, which will inevitably vitalize the physical education in the primary and middle schools and bring new questions of teaching. Chinese women volleyball team who had gained five champions in a row used to be the pride of Chinese people and led to the national zeal for volleyball. Although the volleyball level began to decline due to various reasons after that, the introduction of the soft volleyball and the rising again of the volleyball level of the women team in the recent years arouse once again people's zeal for volleyball. In a word, the rapid and efficient development of soft volleyball in China will be of epoch-making significance. But the question is how to guarantee a healthy and continuous development. This thesis holds that to guarantee a healthy and continuous development of soft volleyball we must begin with the development of soft volleyball in the primary and middle schools and then spread it to the other fields.With philosophy, psychology, physiology, sociology, PE anthropology and administration as the theoretical basis, by the means of literature review, systematic investigation, logic reasoning and mathematical statistics, this thesis demonstrates the feasibility of soft volleyball in the primary and middle schools and the questions accompanying it based on the investigation of the present situation of soft volleyball development in the primary and middle schools and the analysis of its characteristics. At last, the thesis puts forward the strategic concept of the development of soft volleyball in the primary and middle schools.
