Since 1965, lifelong education, lifelong learning and approaching learning society have become the leading trend of thought in education, also the direction of China's education reform. And at the same time, it also has become the direction of China's educational reform and development. In the report of 16th meeting of CPC, the party put forward the concepts that we should construct a learning society as well as set up a lifelong educational system. This calling makes it obvious that we are going to, when building our well-off society, establish a lifelong education system to make our country a learning society. Lots education shall be the essential part of the constructing of lifelong education system. And the establishing of learning society is badly based on the various learning organization including the lots cultural organization. As the concepts of lifelong education system and learning society rooting in people's minds, and the accelerating of the construction of lifelong education system, especially the developing of learning community and community education, learning lots and lots education has been developing quickly in Shanghai, Beijing and other cities in China. As a completely new emerging thing, it's urgent to summarize the practices and distillate it to the theoretical level in order to make further research. This article is based on the research of survey and individual cases, it utilizes the evidence research method to discuss the operation of the construction of learning lots, the author hopes to provide some valuable contains to our country's construction of learning lots through this article.In the first part of this article, it determining the concept of learning lots, and makes an initial research on the lots, lots education and learning lots. Further, it also makes an analyzing of the characteristics and affections of learning lots.The second part of the article explains the necessarily and feasibility of the constructing of learning lots from four different perspectives as historical, theoretical,realistic and practical. Historically, the construction of learning lots is the overwhelming tendency of the development of history. Theoretically, the construction of learning lots is the product of the development of lifelong education, lifelong learning, learning society and learning organizations. Realistically, the development of modern society makes it feasible to establish learning lots. Practically, from the questionary of "the Learning Need of Resident Lots" in Zhengzhou , we can prove the feasibility of learning lots.The third part of the article expounds the contemplation and counter measure of the construction of learning lots. The author tries explaining it from the following five parts. Section one making a change in people's minds to improve the residents learning ability. Section two cultivating and further construction learning families and building groups. Section three creating guarantee and mechanism for the construction of learning lots. Section four establishing the key point in the practice of lots education.In a word, it is a complex systematic task to construct the learning lots. Along with the continuous social development and the deepening of China's educational reform, the construction of learning lots will definitely becomes people's mutual target and will make people together labor for it.
