Competency-based Education and Training (CBET) is presently a new direction in the reform of vocational education and training in many countries. Houston University in the United States first developed " the ability-cultivation-centered teaching system", aiming at improving teachers' teaching ability and Canada is the first one to apply the Competency-based theory to vocational education; then the mode quickly expanded to the whole world. To some extend, Competency-based Education and Training was developed to get over malpractices in the traditional vocational education. The most salient characteristics of CBET is that the base point of all the teaching target is to make the learner equipped with all of the abilities needed in their future vocational. For the time being, as far as vocational education and training are concerned, many countries are actively carrying out CBET reform, with Canada, England, Australia as representatives. Nevertheless different countries interpret CBET differently. Differences can be found not only in the viewpoint of ability, but also in the curriculum, in the teaching and in the evaluation. Thus, there are many CBET modes, each with its own characteristics. As a developing country, China should combine the advanced educational theory with its own situation and search after a suitable CBET mode. We should stick to the principle of gradually, scientifically, workably and systematically processing the localization of CBET reform. Thus we will not be blind in learning from western countries and will make CBET reform Chinese-characteristics in the course of using the foreign theory and practices for reference in deepening our country's vocational education reform, namely the localization of CBET reform.
