The establishment of Socialist market economy system has caused deep changes of society economic structure and its value concept, social resources are occupied by the nation, society and individuals, people's value concept presents diverse development trend, citizen society takes shape early. The learning society built on the foundation of such society politics, economy and value concept is gradually constructed. The construction of the learning society is one of the critical issues of human resources development research. These people who have different value trends constituted independent social groups, so the independent social realm comes into being. This is the soil that the civil society exists. The civil society is such a society form that emphasizes citizen social development. However, the learning society is a different side of the same as civil society that displays individual study.
