With the development of our country's primary education and justification of the whole country's normal education structure, the normal education system develops from three levels to two and at last to one. As a result, the emphasis of normal education gradually upgrades so as to improve the education level and research ability of the teachers at primary school. It is not only fit for the general direction of our country's education, but also fit for the basic principles of international education development. However, the primary education branch is a very one in our country's higher normal education system. The construction of the whole branch is still at the beginning stage of study and test. For example, the characteristics of the branch, the cultivating goal and the course system, etc. are the problems that are in great need of exploring and study. The course construction is the core of the branch construction. Course structure and teaching planning is the key to realize the goal. However, how to construct an up-to-date system of undergraduate courses is a complicated project. It means the reframing of syllabuses and conformity of all courses in accordance with the requirement of the education object, rather than mere transplantation and melioration of related courses in normal schools or colleges. This paper, from theoretical and practical perspectives, probes into the researching background, education objects, principles in setting courses and essence system of the specialty, and put forwards solutions and suggestions to some problems in the previous system with the analysis of some typical cases.
