In our country the enforcement of three-level curriculum administrative system means that the rights to develop curriculum possessed formerly by the state are partly transferred to schools and teachers, and the rights to develop curriculum are no longer possessed by experts in subject and curriculum completely. It means that the curriculum development in the basic education enters the "teacher-intervening stage "from the "teacher-proof "one; except the curriculum enforcers, the teacher has also been the key participators and "the first among equals" in the school-based curriculum development. But to teachers, the school-based curriculum development is not only the opportunity but also the challenge. The school-based curriculum development objectively requires teachers to change their former roles, which naturally demands more to teachers, and the requirement of professional development is stronger. But in reality, being the key roles in the school-based curriculum development, the teachers obviously can't meet the challenge.After the positivist investigating and analyzing the teachers' problems in the school-based curriculum development in Jiangbei Middle School of Chongqing , the author finds that the teachers can't correctly recognize the concept of the school-based curriculum development, and also can't properly understand the attitude, intention, cooperation, etc. in participating the school-based curriculum development; that the teachers' ability to develop school-based curriculum is insufficient. And also the author finds that the teachers face the following trouble and difficulties: lacking the forceful support from all kinds of aspects inside and outside schools. Lacking time, ignoring the students' interests, not being adaptable to the management forms of the school-based curriculum development, etc.In order to effectively solve above-mentioned problems, the author puts forwards the following counter measures: I .Unite with all kinds of forces outside and inside schools, set up the effective support system aimed at teachers. Firstly, the support from the forces outsideschools should be mentioned. It includes: the policy and skill support of the education administrative departments, the manpower support of the scientific research institutions like universities, the curriculum resources support of communities and the social support of the students' parents. Secondly, the support from the forces inside schools whose heads are headmasters is very important. It includes: adopt workable measures to empower teachers; set up the democratic; open organization forms; vigorously construct democratic, harmonious campus culture; energetically carry out the school-based teacher education. II .The teachers should carry out the action research, and make themselves researchers. Through the action research, teachers can grow up in action and develop in research. And also through it, teachers may improve themselves professional level, and provide effective security for the school-based curriculum development.
