In order to reconstruct the structure of colleges and universities in china, from 1992 to 2001, covering over 900 colleges and universities, China's colleges and universities merged on a large scale. It is a great shock to the management of colleges and universities that were characterized by cutting up the links among departments and regions and accustomed to mandatory planning under the planning economy. This reform has had a far-reaching effect on the development of China's higher education. This paper analyzes the new problems and contradictions brought about by the mergence. With regard to these problems, the paper proposes the viewpoint of overall optimizing colleges and universities management and explores theoretical and practical problems of optimization in details.The paper has seven chapters. Except introduction and conclusion, the main contents are divided into five parts.Part 1 (Chapter 2 and Chapter 3): Chapter 2 mainly reviews the history and background of China's colleges and universities before mergence, briefly summarizes the process and features of mergence as well as main problems of colleges and universities management generated by mergence. Chapter 3 analyzes theoretical sources of optimizing the management of merged colleges and universities, and obtains 3 levels and 4 aspects of theoretical guide and management optimization, i.e. management idea, management affairs (including management method and management mode), and management environment. This part sets a practical and theoretical basis for the development of this paper.Part 2 (Chapter 4) analyzes the first level of management optimization-the content of strategic management. The writer proposes that an important method to the management of merged colleges and universities be integral management; the main content of strategic management be the orientation of colleges and universities and the object of strategic management be creative universities with core competence.Part 3 (Chapter 5) analyzes the first aspect at the second level ofmanagement optimization-the content of management method in management affairs, including policy-decision management and information management. The writer also proposes: Firstly, policy decision should be made rationally; Secondly, a multileveled management system of information source should be established and the efficiency of the management of information source can be raised through altering the rules of management.Part 4 (Chapter 6) analyzes the second aspect at the second level of management optimization-the content of management mode, including organizational management and the management of derivative campuses and disciplinary management. The writer proposes: First, to establish academic management organizations Secondly, the management of campuses should adopt the mode of assigning rights accordingly so as to enhance the initiative and vitality of campuses. Thirdly, Merged colleges and universities should reorient and integrate disciplines, weakening the limitations on department setting, strengthening the construction of interdepartmental and interdisciplinary research platform according to problems and project divisions, constructing public platforms such as knowledge-based platform, project-based platform and facility-based platform to establish a big disciplinary group.Part 5 (chapter 7) analyzes the third level of management optimization-the content of management environment, including relation management and cultural management. The writer proposes: Firstly, relation environment is composed of 3 pairs' relationships, i.e., the relation with the public, the relation among the Communist Party, administration and academy, and the relation with students. Secondly, Cultural environment is composed of cultural ecology, which refers to organizational culture, multi-campus culture and quasi-culture, also international polyculrure. All this will form a variety of cultural ecological systems through effective management.
