Higher agricultural education (HAE) was an important part of the cause of higher education of our country and a head of agricultural education of all levels and all kinds. In new century, especially after entering WTO of our country, HAE was faced with numerous developing opportunities but also very austere challenges at the same time. Analyzing overseas and domestic context and developmental status in quo of HAE, this paper concluded that the main difficulty and problem HAE facing at present were following points: 1 .Be in lower social status. 2.Running a school with deficit caused by some policies. 3.Serious shortage of educational outlay. 4.Short supply of educational resource. 5.Enrolling and employment were in a dilemma. 6.Lack of characteristics running a school. 7.No strong function for serving society. 8.Main body singleness of sponsor. 9. Running a school with limited independence power.On the basis of the comparison of successful experiences of running agricultural education in developed counties, such as USA, Japan and France, this paper put forward following viewpoints: In order to visualize the strategic status of HAE, necessary protectionism must be offered through lawmaking and hortative policies, peasantry-undergraduates facing agricultural production must be cultured in the process of expanding and developing HAE. The opportunities of developing higher agricultural vocational and technical education must be grasped in the process of realizing the transit from elite-education to popularization-education. Existent and developmental room of HAE must be unceasingly widened basing upon the road of distinctiveness, integration and internationalization. The relationship of elite-education and popularization-education must be rightly dealt with and the niches of agricultural colleges must be made clear. Aiming at the impact of WTO to HAE, also this paper provided several countermeasures of improving the standard of talent-training, actualizing innovation education, stabilizing the troop of teachers, founding multifold investment system of HAE.
