A Research On The Administration Regulations And Implement Among The Junior Middle School Students Of Jinchang City

All the activities of management are based on organization human activity, that is,the management of the students is the core of the school management. In the school management, the rules and regulations of the school management play an important role. Whether the rules and regulations are perfect, whether the process of formulating them is democratic, whether the content is scientific and whether they can be carried out seriously and so on and so forth has a direct effect on the students' healthy growth, learning level as well as the school management and the quality of running the schools.Applying the educational, psychological and managing knowledge, the author made a social investigation about 300 students, 60 teachers and 60 parents of the students, 60 administrative personals at the ten junior middle schools in Jinchang City including the urban district, the suburb, rural area and remote districts by means of making inquires and interviewing applying pedagogy, administration, psychology to the research. Throughout the qualitative and quantitative analysis of the acquired information, the author did some research on the following aspects such as the formulating, the rules and regulations, putting them into effect and the existing problems and so on at the junior middle schools in Jinchang city.1. Collecting the corpus of administrative rules of the ten junior middle schools and having the contents classified, arranged in order, counted and analyzing as a whole. The conclusion the author has drawn from numerous facts is that at all the schools special attention is paid to the effect of the rules and regulations. They manage to strengthen the rules construction. They all have complete collections of rules and regulations, hand them out to all the teachers and workers and act in accordance with them. Summing up the characteristics of all the rules and regulations of the ten schools. They all pay special attention to the rules, imparting knowledge and educating people, safety work of the students and the issue of education development. 2. Making some analysis of the existing problems of the rules construction and implementation of the ten schools. The author found that during theconstruction of the rules and regulations, they could not draw up them in time. There are not enough categories. The contents are obsolete. The provisions are not scientific. Little attention is paid to the students' rights and their development. When they put the rules into effect, they can not carry them out strictly. Some more typical problems are: caring less about students- the body of the regulations. It is prominent obvious that the function of the moral education does not play roles completely, and there are still some teachers who punish or corporally punish the students in disguised form. Moreover, carrying out the regulations is a serious problem.3. According to the problems existing in the process of formulating and implementing the regulations, the author has been thinking of solving theproblems from two respects-:------the construction and implementation of thestudents' administrative regulations. Something should be done in the aspect of the construction of the students' administrative regulations. First, more attention should be paid to the importance of the construction of the students' administrative regulations. Second, the new Course Reform should be thought of as a critical point and the students' administrative regulations should be renewed completely. Third, we should respect the rights of students. Fourth, schools should make a further effort to strengthen the valuation of the rules and regulations of the school management .As for the implementation of the students' administrative regulations, we should firstly strengthen the evaluation and the perfect development of the rules and regulations. There should be rules we can obey .Then we should combine the law with moral education, convince them with morality and guide their behavior with legality.
