With the increasingly deepen situation of the economic reform and the acceleration of the social transformation in our country, the national moral education (ME) in the university is confronted with new challenge, and the lack of practical link is the main reason why the ME's actual result is poor. Nowadays, the popular train of thought on ME is to enhance and improve the moral practice education (MPE) in university.MPE is a channel and an idea of practice, it aims to enhance the students' moral practice (MP) ability with cultivating their MP consciousness, supplying them better MP environment and taking scientific evaluation. The practical nature of the moral and MP make it necessary that the MPE play the leading role in the MP work.Presently, the MPE in university is quite different from before, and its teaching object is new, too. In such new situation, it has some troubles, and among them neglect of the students' need is the main reason that makes it become a mere formality. It shows as the following, superficially evaluating the students' MP behaviors dampens the students' enthusiasm. The relations between the advanced students and the general ones being neglected lose the real aim of MPE. Giving too much rational guidance but too little sentimental guidance makes it harder to improve the students' moral emotion. Lack of themechanism of personal psychological consultation adds to the increase of psychological problem. Neglect of the combination of the moral and the law lose the protection function of the law to the ME. Doing little work in constructing the campus humanity environment lessens the education function of the environment. Paying little attention to the actual result when evaluating the MPE effect dampens the influence of the evaluation multi-function.It needs works to enhance and improve the MPE in university. Firstly, we should establish the idea that MPE is the priority and base of the ME in university. Teachers should obey the professional moral standard of "teacher should enjoy high prestige and command universal respect." while students must know that "practice makes true virtue." and the MPE must be well done actually. Secondly, we must insist the principle of Double-subject, teachers and students should become a complex body during the whole movement. They are unity of opposite and they finish their work through the contradictory movement. Thirdly, we should construct a system of MPE, plan the whole teaching resources scientifically and make good use of them to widen the education range, increase its moral meaning and improve its service level and ultimately enhance the actual result of education. Finally, we must do a good job of evaluating the actual effect of the MPE. The evaluation beginning must be students' behaviors and its standard should be adjusted with the changing situation. It should obey the Double-subject principle and could check the MPE thoroughly. Lastly, make sure that the multi-function of the evaluation plays its own role actually.
