Study On Management Of Affair Of Studying Abroad In China And Development Of The Management Information System

With China entering into WTO, the competition among countries becomes fiercer and the talents' competition becomes one of the focuses of the competition between the countries. The education of studying abroad as a important component of the world's higher education, has close contacts with internationalization educated. It has become an important channel to exchange international culture, economy, science and technology, and education train, and has become a major way to develop, utilize and absorb talents. The standardization and informationization of management of studying abroad job has become one of the subjects that the government need to research.At first, the paper studies the developing history of studying abroad education and the characteristic educated in every period that is both at home and abroad, and then surveys the content and current situation of studying abroad in China. It also analyses the existing problem and the demand of the management information system in managing at present. It proposes to cancel the study expenses, which is paid by theirselves, and reinforce the supporting of going abroad to study and improve the regression and the level of decision of coming back from abroad. In study abroad working management, for improving the statistical analysis level of information, it also sets up the study abroad working solution of the management information system, thus improve the standardization and efficiency of study abroad working management.Aiming at the problem of difficulties in statistics and querying which is due to very disperse of personal information storing and heavy data store. It builds up data warehouse systems of students abroad of out country to realize the integrating and sharing of the personal information and provides the foundation for framework of the information system by using the data warehouse technology and the integrated former datum of information system.On the basis of analyzing the present condition of management of studying abroad and creating the data warehouse of the personnel who study abroad, author analyzed in depth the influence of the key factor, such as network data transmission, processing ability, security, reusability, maintainability, application scale, application area coverage and so on, to the system structure mode selection. Combining with the requisition that the studying abroad work brings forward on information system, author compared and analyzed the development scheme thatcurrent information system usually adopts,proposed a B/S-structure system development scheme based on data warehouse platform and groupware technology and designs and develops a Chinese Studying abroad Work Management Information System that realizes the informatization of studying abroad management and improves the scientificalness and high efficiency of studying abroad management work. The results of researching such studying abroad work have been applied to some departments and enterprises. The practice of such application indicates that the research can effectually solve the problems existing in our country's studying abroad management work, has realized informatization of studying abroad management and has improved the management level of our country's studying abroad work.
