According to the theory of science of organization, the development of organization depends upon the interaction between organization and environment. During the development of organization , it is the integrate effect results in the development of organization, which is from the environment of nature -population , the environment of technology-economy, the environment of politic - law and environment of education -culture .In essence, university is a professional and academic social organization centered as knowledge, composing of the production, spreading and utilization of knowledge. It is a being full of activity . University & environment mainly defined as resources relationship and non-resources relationship. The former, which is a kind of supply-need relation for people , monetary and goods, dealt with the relation among the university, government, other social organizations as well as enterprises, are regulated by the market mechanism.
