With the development of science and technology, with the coming of the 21st century, it is increasingly acknowledged that mankind has entered the era of the knowledge economy and the age of economy globality. China is pushed onto the world stage of competition with its entering into the WTO. In fact, the competition is the competition of talents. At the economy age, western countries are recruiting talents worldwide by using supervise job condition and economy & technology. Like many other developing countries, china too is racing to catch up with the trends to seek for talents. Realizing our shortcoming, we must strengthen exploitation of talent resources. Based on the above intricate situation, our article has done some systematic research work about the engoing problem of talent resources exploitation. Talent resources has some distinguishment from human resources characterized by its mobility creativity and sharity and so on. Compared with other resources, talent resources is the most important one, especially to economy increasing and society advancing. But it is uneasy to us when we face the situation of talent resources. Our research reveals that we have abundant human resources but lacking talent resources it is irregular distribution in area, industry and major and resources runs off seriously. With China's WTO entry, challenges will become more directly and severly. The developed country, especially the USA, accumulates previous experience on the exploitation of talent resources: explores are the principal part of exploitation, market has fundermentaleffect in the arrangement of talent resources, and governments take on responsibility of macroscopic attribution. For us Chinese people, basing on our own situation as well as learning from western countries, we should seek for a road fitting us. But how to approach?Firstly, making our minds open. Secondly, reforming our education system, especially on quality and spe ciality. Thirdly, making full use of government and emploers to attract talents and to give free play to their ability. Fourthly, going out to try our best to take part in the competition of international talent resources. Finally, cultivating and perfecting talent market, promoting the optimization of professional resources. |
