Human resources are the most precious. With the rapid development of higher education, the subject of exploitation of teachers' resources has become more and more important. Under the guidance of the theory of modern personnel management and its exploitation, "Research on Original Mechanism of Exploitation of Teachers' Resources of Institution of Higher Learning" has been launched. This thesis introduces the concept of human resources, studies its basic characteristics, its goal and duty, states the differences of personnel management between the old planned economy and the new market economy, and formulates its specialty, important status and function. On the basis of large numbers of facts, the advancement and achievement acquired in the development of teachers in colleges and universities after our country's reform and opening to the outside world are emphasized. Especially, the newly encountered situations and tasks after our country's entry WTO and its restrictive factors influencing the effective exploitation are put forward. According to the existing problems, the basic principles and its frame which should be followed by creative personnel mechanism are put forth. The real meaning of system of appointment, the contents of its competition and encouragement and its operative model are mainly discussed. In addition, the necessary objective conditions to realize this creative system is explicated. The new system of appointment has been beneficially experimented in Shandong University of Science and Technology.
