With the development of conception of education industry, it is not only relating to personal progress, but also to the great aspect of lasting development of economy to invest high education, the important part of human capital investment. Human resource who accepted high education are invaluable fortune to economy and culture evolution in the whole society, and they are the origination of economy rise. Meanwhile, the investment to high education bring individual obvious returns. Consequently, the idea that high education is belong to investment make it possible to develop high education like industry doing. Only if introducing the analysis of cost-effectiveness and getting rid of the planned economy mood which is almost completely controlled by government, high education industry will begin to lastingly develop.High education ,lying in the last point of formal education, is the link point between education and economy. The key to run high education according to the way of industry is to analyse its cost and effect. After the analysis way being introduced in education field from 1960's , especially 1970's, it is very important tool to test education yield, draw education plan and actualize education evaluation. The way has been used widely education investment field in national and local scope, especially it is used to evaluate the ability of these investment to rising productivity and earning. The computation offer theory and data evidences in these aspects: individual investment action and desire; interest among different group; high education yield; the economy function of high education. In addition, according to the measure, to draw policies gain strongly support .These policies include: salary policy truly reflecting to knowledge functionary and high education cost compensation policy and charge standard in the non-compulsory education stage. In short, cost-effectiveness analysis have further meaning for ensuring investment direction, plan and project ofgovernment, company and person.From the beginning of human capital theory, this dissertation expatiate the common theory of human capital investment, including human capital investment and income mechanism on labor market; the cost and effect of human capital investment. Furthermore, the paper illuminate the property and characteristic of high education and the typical investment behavior motivation and characteristic, and the measur e method, that is, Mincer yield and Interior yield. At last, the way is used in the practice analysis of Chinese high education yield in1996; furthermore, the paper has the analysis of the situation of cost share between government and individual. Meanwhile some measures are also provided to solution those corresponding problems. According to the analysis of the dissertation, these conclusions are drawn as follows :(1) to calculate earning ratio of high education provide science evidence for the lasting development of the high education industry.(2) comparing with international average level, the data of cost-effect being calculated by the two methods referred above are lower.(3) From the trend, the yield in China will gradually rise to the level. But radically to change the situation need further economy reformation and perfect labor market. (4)Calculation of the high education yield proved contribution of high education to economy rise and provide evidence for sharing cost policy.(5) to sharing cost mechanism depend on precise statistic data and accountant frame. It is urgent to study high education cost so that to form a proper proportion of cost share between government and individual.(6) government should keep the fair opportunity of high education through the transfer payment way for lag behind areas.
