Ethnic population development represents ethnic population's modernization. To make the ethnic population development conform to the interests of the nation, its developing process would inevitably be affected by ethnic population policy.This paper is to probe into the impacts that ethnic population policy exerts on ethnic population development. Under the guidance of ethnic theory of Marxism and by ways of contrast and quantitative and qualitative analysis, it compares the ethnic population development of Kazakhstan before and after the ] 990s with that of Xinjiang Ughur Autonomous Region and finds out that each ethnic has its own specific laws governing the population development; the impacts of ethnic population policy on ethnic population development are quite different under different social and economic situations. The degree of the impacts exerted by the policy varies from ethnic groups to ethnic groups, for each ethnic group has its own specific factor. Apart from the ethnic factor, environmental and economic factors also play a role in the formulation and implementation of the policy and the development of ethnic population. In addition, two more factors must be taken into consideration, i.e. the institutional factor and the technological factor, as intermediary factors, they can add or detract the impacts of the policy.In conclusion, the formulation of the policy of ethnic population is barely a subjective matter. To achieve the desired results, it must be formulated according to the subjective situations and in line with the economic law, the ethnic population law and other objective laws. It must not be drawn up at will.
