Alberto Vinicio Baez is a famous US Hispanic scientist, and a physics professor. He had not only made outstanding contributions to natural sciences, but also was a pioneer in the field of international science education. Between 1961 and 1967 Baez was Director of UNESCO's Division of Science Teaching, during which he was responsible for leading and developing a number of science education projects. He played a leading role in UNESCO's efforts to support science education globally. On the basis of summarizing the experiences of various science education projects and practice, Baez developed his own unique thoughts of science education. He put forward goals and guidelines of science education. Baez called on people to attach importance to science and science education. In his view, integrated science courses are the core of science education, which aims to improve scientific literacy, with ethical value as the orientation and teacher training as the carrier.Baez was a strong proponent of integrated science courses, with an emphasis on the development of capacities for inquiry, the ability to solve practical problems and understanding through integrated science teaching. Baez paid attention to the democratization of science education, through which to improve citizens'scientific literacy, and to develop the sense of social responsibility, the ability to participate in public affairs as well as the ability to make right decisions. At the same time, he strongly advocated education technology, and a theory of improvement in science education which encourages the participation of all walks of society, and the collaboration between various groups to promote science education reforms.
