This paper has done a research on the relationship between mini-town construction and rural urbanization, by way of positive analysis of four towns in Taizhou, Jiangsu Province, namely, Huangqiao, Dainan, Qintong and Xinqiao. After having consulted a large amount of related sources and made substantive on-the-spot investigation, the author argued that rural urbanization is the inevitable tendency of the future development of rural areas, and that developing mini-towns is the primary and indispensable sector of, and approach to, rural urbanization. Therefore, we should vigorously develop mini-towns in China. When developing mini-towns, we should avoid blind development where every town is on the same route of urbanization, at the same time, by the same means. We must stick to the strategy of sustainable development, and the government should exert macro-control and comprehensive arrangement and adopt the approach of developing key-towns. This paper has also exemplified and analyzed the present situation, traits, and problems of the mini-town development in Taizhou, and has put forward some suggestions for improvement. The research methods adopted in this paper are literature analysis method, social investigation method, social observation method, and so on. The paper has also made correspondent qualitative analysis on the materials gathered in the investigation.
