Theory Analysis And Practice Explore About The Community Construction Of Our Modern Chinese City

With the deepening of reform and development of economy, the basic social structure of our cities and people' s way of life and obtaining employment are changing profoundly, The original, traditional basic management system of cities can hardly meet the requirement of the development and management of modern cities, not only in the performing mechanism, but also in the function of management, service, concord and conformity, Furthermore, as the constructron of cities is speeding up and high buildings are being set up, people are residng upstairs and downstairs with close living space but estranged relationship. Therefore, city communities play a more and more important part in the reform, development and stability of our country. It is very helpful to establish and perfect the community management system and performing mechanism, to culture the sense of members' agreement and belonging to the community and to enhance the cohesion and the centripetalism for the construction of communities. So it is an important and urgent task to strengthen the construction of city communities in the reform and development of our cities.This paper tries to do a further and systematical research on the construction of city communities nowadays in our country, basing on combination of theory and practice. First, staring from summarizing the experience at home and abroad, it expounds profoundly the chief contents, primary features and main significance of the construction of city communities, aiming at helping and directing the workers who are engaged in the practice of the community construction. Second, from the second to the fourth section, this paper theoretically analyses the programming, economy and politics and extending and rearranging in community construction in order to further probe the pattern and law in the basic communities. Only in this way can we develop our advantages and avoid our disadvantages, and can we increase the foresight and actual effect to the point. Basing on this, it emphasizes reasonable designs of the pattern of theory and sequence. According to the theory pattern, community construction is a process ofthree conductors' mutual acting on three different levels. The three conductors are made up of the government (including its branches), community organizations (autonomous organizations and other social organizations) and community members (including enterprises ^ businesses and residents). The result of the three's mutual acting determines the aspect of the community construction. Economy, politics and social culture make up the three levels of a community. Their interaction also influences the aspect and progress of the community construction. In the pattern of sequence, this paper indicates the contents of the community construction in early stage, developing stage and mature stage and summarizes the social development of our city community into three stages: from unit-administration(administration refers to government's direct interfering in social life), through administration-community to self-governed community. Third, the fifth section of the paper talks about the main problems which need considering and exploring and the ways to deal with them.This paper persists in the combination of theory with practice and microcosmic with macroscopic. It also gives some new ideas of progressing the pattern and ways of community construction when systematically discussing and comprehensively analysizing the programmes of basic communities in cities. First, it limits the meaning of community construction and puts forward the eight chief contents in the construction by drawing lessons form the experience at home and abroad. Second, it designs the pattern of theory and sequence of community construction from a practical point of view by deepply analysing the objective environment nowadays. Third, it observes the new situation in community construction from a particular view and advances the six main problems which are badly in need of solving and the main measures which should be taken.
