'Human resources' is a kind of productivity existing inside the human being's body. It is showed as the sum total of physical power, intelligence, knowledge and skills. Its quality and quantity are regulated. It is the resources indicated by the quality and quantity of the labor. Rapidly, 'human resources' is becoming the most important economic wealth in the modern industrial society. In respect of importance, it exceeds natural resources, climate conditions, geographical position, capital accumulation, etc.Human resources development means providing rare resources and services by different ways of investment. Influenced by the development, the natural pattern resources get transformed and become qualified human resources with good health, high intelligence and good social adaptability. According to the change in the economic increase pattern, the core foundation of human resources development is training, seeking and taking advantage of talents. Among them, training talents is the basic meaning of human resources development.'I-human resources' is the most crucial, important and basic element in economic and social development. And .it is the cornerstone in forming the el~inent. The capital theory's creation produces very important significance to human resources development. The theory influences the scale, speed, structure and quality of human resources development.The concept of human resources development is rich. And the corresponding social organization systems and institutions are various. Among them, education is the most important way in forming human capital. Today, in order to meet the challenge from the knowledge economy, we should pay special attention to train and bring up talents and innovate knowledge. At the same time, we should try our best to accumulate knowledge capital, so as to meet the objective requirements of knowledge capital. So the task of human resources development rests squarely on the shoulders of colleges and universities. They are the main lands of training talents. The core problem relating to the existence of colleges and universities and the development of higher-education is how to develop 'human resources' effectively. Modern higher education often uses the direct and obvious economic benefit to prove its educational value. This is the tendency of utilitarianism. To sum up, in the process of human resources development in colleges and universities, such problems exist: (I) the orientation of science alone of human resources development in colleges and universities. (2) the utility goal of human resources development in colleges and universitiesChina has rich human resources. The resources' full development plays a decisive role in economic and social development. How to develop the resources? In fact, this is the question that was first presented by Confucius---the creator of Confucian. Although Confucian couldn't study and analyze questions with contemporary insight, it left the ideas and methods of cultivating which are very particular and worth tapping. Especially Confucian stressed moral spirit and moral introspect. Now they still play an important role in training college students' human quality. The pith of Confucian not only provides for us method guidance to human resources development in colleges and universities, but also helps us to set obligation to our own lives and achieving our own aims.The basic character of Confucian educational thoughts is a kind of human education concept.The concept should be understood from the following aspects: (I) the core of Confucian education thoughts--strong flavor of moral ethics. (2) the education goal---seeking perfect harmony between society and individuals (3) the method of creating one's own perfect moral quality.Confucian educational thoughts give us deep inspiration: (1) training talents with harmonious development and co-operative spirit (2) reflecting Confucian moral ethics and forming new ecological view (3) transcending Confucian educational thoughts and forming new training view.Human resource...
