The thesis is intended to study the subsidization and support to private higher institutions by China government. The body consists of three parts. The first part introduces briefly the related research data, the aims, the contents and the methods of this thesis. The second part analyzes the major questions of the subsidization and support from China government on the basis of carrying out a series of investigations and making a brief review of the subsidization and support by China government in the history. The third part puts forward some reasonable proposals from both theoretical and practical section by applying the theories of Educational Public Good and Educational Cost Sharing, and using American and Japanese experience of the realization of popularizing higher education by subsidizing and supporting private universities in their countries. The thesis suggests that China government should subsidize and support some excellent private higher institutions which have been evaluated scientifically with the rigid legislation so as to push China Private Higher Education forward and quicken the pace of achieving mass higher education.
