| This study, taking the school district in Bie zang area of JiShiShan county, Gansu province as the case, studied the role of the central elementary school in the whole school district and analyzed the problems and difficulties by using questionnaire, interview, and object collection .The conclusions are as follows:1. Center elementary school maintains contact with the primary schools in the whole school district by holding principals meeting and other ways, playing the leading role in teaching, professional work, daily management direction and coordination in the school district.2. 9 village elementary school principals believe that the development of the center elementary school plays a larger role the in the school district, particularly in terms of teaching instruction and result in good effects.3. Center school assists the Bureau of Education to organize and coordinate the teachers' training work in the whole school district and the same work in its own school district, updating the teaching ideas and improving teachers' teaching ability.4. With the principal of the center elementary school acting as the team leader, the assessment team , composed of the principals of the school district and all levels of teacher, evaluates all the teachers , improves the teacher's management system and activates the teachers.5. Center school organizes research activity regularly or irregularly and provides a platform for the teachers to share their teaching experience, learn and updates advanced teaching methods .It is beneficial to the promotion of teaching achievement.6. During the investigation, JiShiShan County is trying to cancel the systemic reforms of the school district. The research finds that the pros and cons to cancel or keep the school district coexist. 7 principals say that they are willing to continue the management mode of systemic reforms of the school district.Central Primary School encountered the following problems in the process of playing its roles: First, no matter the teacher evaluation or teaching research activities, the supervision of the process is neglected .the results are highlighted while the process is weakened. Second, there are few backbone teachers in the school district which affects the effective implementation of teacher training; Third, the unified approach of teachers' evaluation ignores the special circumstances of the individual teachers, which affects the fairness of the assessment results; Fourth, central primary school's work is too general, with less detailed work, lacking operational guidance; Fifth, the management to the students is ignored. Students and teachers show low enthusiasm in carrying out various activities.In view of the above-mentioned results and the problems, the following relevant suggestions are put forward: First, nationally, change the idea which focus only on backward school and pay more attention to the value of the rural center school. Second, from the perspective of bureau of education, the selection of good center elementary school principal, reasonable arrangement of center elementary school work and straightening out relations between teaching and management are initial. Third, from the perspective of the center elementary school. to strengthen its initiative, reasonable arrangement of teacher training; Strict teacher assessment process, pay attention to the fair and reasonable assessment results; Effectively promoting research activity, improve the teaching effect; Enhance the teaching job responsibility and practically. Fourth, from the perspective of the school, the subrogated primary school should actively cooperate with the work of the center elementary school and jointly promote the quality improvement in the districts. |
