Singapore is a typical country that carries out education steaming in primary and middle schools, and there are always complicated social, political, economic and cultural roots lie behind the policy. So in order to understand its nature deeply instead of superficially, the study, on the basis of detailed, accurate and comprehensive contents collection of the policy texts, tries to do a content analysis and estimate of education policy under the three standards of economy, nationality and humanity by the visual angle and method of content analysis of education policy.Since self-rule in 1959, Singapore's economy had been mainly under going three periods, that is the initial stage of industrial economy, the prosperity stage of industrial economy and knowledge economy. Correspondingly, Singapore's education also had been experiencing three stages including survival-driven, efficiency-driven and ability-driven stage. In the survival-driven stage, the policy contents more reflected the confusion of economy and nationality and some neglects of humanity, but in the efficiency-driven period, the economy character has became the most prominent, nationality followed and humanity seeds visible. In the 21st century, humanity is more concerned than ever before, economy is important as well, and nationality tends to be diversification.In different historical stages, according to the needs of economy, political and human-developing, education target has undergone a profound change as well, the streaming policy in primary and middle schools in Singapore has not only complied with the economic transformation, but has been conducted positive adjustments accordingly. Regarding to the key issues in different times, the streaming policy in primary and middle schools could make a difference in Singapore, also it improved scholastic achievement a lot, which has been recognized internationally, realized the interaction between education and economy, complied with the condition of multiple ethnic and cultural diversity, and its concerning on humanism is enhanced. Its characters of economy, nationality and humanism had been highly tending to be merged into together in the process of its developing.At last, on the basis of the policy analysis and estimate, the study tries to do a further analysis on its external factors to find the spirit that Singaporean education system includes, which makes our understanding from educational interior towards exterior, then tries to propose that we should transcend the imitation and reference in the level of operation, reflect our deficiency, and assimilate the positive spirit of Singaporean education system contains.
