The Research Of Urban Community Management Under Governance Theory

Community is the basic unit of human beings'residence and life. With the process of urbanization, the functions of urban community are expanding and highlighting, accordingly urban community management also receives attention from governments at all levels and society. Urban community management is a systematic process to realize harmonious development of community, economy and society. By contrast with the mature community construction in developed country, being restricted by the administrative system inertia and unnatural residence communities, the urban community management in our country still needs to be further improved in optimizing management subjects, smoothen management system, expand social participation and other perspectives.Governance theory is arising from the modern Public Administration. As an important theoretical base for community management and social governance, it not only offers theoretical analysis, but also provides visualization of concrete practices, and in the meantime is in conformity with the final goal of community management—community self-governance. Finally it has some guiding meaning for consummating community management.Taking governance theory as the research tool, this paper consists of six chapters to study how to promote urban community management. Chapter 1 mainly introduces the research background, objective, significance, thread and methods. Chapter 2 gives dissertation to the basic concepts of community and community management as well as the content of governance theory. Chapter 3 expatiates on the concrete measures, development reality and the existing problems in the community management in Zhonglou District, Changzhou City, and argues that community management is restricted by the follow three factors: administrative predominant consciousness'involvement into community management resulting in difficulties in breaking through representative system; lack of social foundation for the development of the third sectors since political driving is stronger than the public's Spontaneous generation; long-term process for the public's role shift from residents to citizens since they have stronger economic sense than political sense, while these three factors are the main direction for the efforts devoted by community management. Chapter 4 explores the joint point of governance theory and community management in our country by making comparison of the domestic and foreign community management mode and gains the enlightenment of insisting to government-oriented, developing the third sectors, and forming citizen consciousness. Chapter 5 proposes some suggestions for consummating community management in Zhonglou District, Changzhou City by establishing positive citizen qualification, making neighborhood committee become the management carrier, and cultivating the public service workers. Chapter 6 provides an overview on how governance theory will promote community management in our country based on the case analysis of community management in Zhonglou District, Changzhou City, Jiangsu Province.As a systematic public administration process, community management faces the grass root. Seeming from the national situation in China, it is not practical to simply copy the western governance theory and mode. This paper expound the joint point of governance theory and our national situation,oriented by reinforcing the citizen's consciousness and encouraging development of the third sectors, striving toward the direction of accelerating community management to multiple subject management of government guidance, resident's self-governance and third party department's participation , it is expected to realize double win of high-efficient administrative management and enrichment of public services in community management so as to offer some theoretical and practical reference for enhancing the urban community's integrated function, optimizing the community's public service, and reinforcing the vitality of grass root and so on.
