With the rapid development of politics and economy of our country, as well as the gradual maturing of newly constructed residential community, the democratic participation and self government has became a significant part of base-level democratic development and social life of our country.The process of democratic participation and self-government is mutually completed by the participation of residents, owner's committee, residents' committee, property management company and relevant government affair departments. However the "unit system" still remains to some degree, with imperfection and absence of legislations and weak executions result in various difficulties, and cause continuous disputes in this new community management system.This paper analyses the reason for existing issues in this new management system with respect of residents'participation, legislation and regulation establishment, and government intervention, etc. it also puts forward many innovative and concrete countermeasures with the intention to contribute to the theoretical study and actual promotion of the management system through the analysis of internal mechanism and external environment of municipal community development, as well as the analysis and reference of advanced governing experience abroad.Currently, this community management system is still in its early stage. There are lots of problems to be solved. However, with the continuous advancement of democracy in China, the urge for this new system would grow stronger pushing the development of base-level democratic construction, politics and, economy forward.
