Study On The Development And Influencing Factors Of The Spontaneous Mass Sports Organization

The power shift from the government to the society for the mass sports in China creates space for the development of non-profit organizations. The mass sports organizations have become a force in the development of the mass sports. This paper uses a case study to analyze an informal and spontaneous sports group from three aspects: background, developing process and influencing factors with the development trend of current society. It discloses the necessity of its existence and the future development direction. It can provide more choices for the channels of China's public exercises and the people's fitness. It can provide effective advices for the government to establish and improve the relevant policies.In this paper, the author uses methods of relevance and data, questionnaire, interview and mathematical statistics to make an investigation to the Chainman and members of the Sports Union of Sharing Love of Anshan City. The results show us:(1) Good mass sports foundation, common hobbies for sports, key figures'coordination and demonstration are very important for spontaneous mass sports organization's development and enlargement.(2) Spontaneous mass sports organizations share the characters of being systematic, non-profitable, relax, commonweal etc..(3) Spontaneous mass sports organizations push forward to the health of people and sports behaviors'education, meanwhile, they play positive roles for individual communication and guiding.(4) The main factors of influencing the mass sports organizations are the imperfection of internal management system, the lack of effective supervision mechanism, funding shortage and the lack of venues. Although spontaneous mass sports organizations get the reasonable recognition of government and society, their legitimacy is not recognized because of the absence of registration. So it receives little government support and low social support.The author makes suggestions as follows:(1) The spontaneous mass sports organization should strengthen self-constructions of internal management system and supervision, organization of activities and funding sources, etc to improve its credibility and make it normative.(2) The spontaneous mass sports organization should strengthen communications and contacts with government, communities and associations, meanwhile, enlarge promotions in order to enhance the influences of the union.(3) The combination between sports activities and other commonweal projects such as"love sharing"creates a new way for the development of spontaneous mass sports organizations.(4) The government should offer supports to such organization. Good policies will make it legitimacy, great financial and material condition will confirm the basis of its development, construction of laws and establishment of evaluation system will play supporting and inspective roles. Meanwhile, such organization should be built as the one which is legal and meets the social needs.
